Control program and own control
An operator who carries out extraction activities has the responsibility to control how such activities function and ensure that the permit conditions be observed. Moreover, the operator shall perform inspections, to the extent that such may be necessary, in order to be kept informed of the activities’ impact on the environment. They shall also submit proposals regarding control programs that could improve their activities or reduce the related impact on the environment.
An operator who carries out extraction activities shall supervise and control their operations. Such is known as “own control” and shall include a description of the internal delegation of responsibilities as well as an ongoing review and appraisal of the activities’ impact on the environment. The requirement to perform “own control” applies to all persons who carry out professional extraction activities.
